Since time immemorial, man and biosphere have a symbiotic relationship. They were habituated with their ecosystem, but the new liberal policy and hierarchical power structure contributed imbalance and dominance on the natural resources. It seemingly created a conflict between animal and human being through the Wildlife Protection Act 1972 which permitted the acquisition of forest for Sanctuary and National Park. The act authorises district collectors to acquire such land and in 1973 the Similipal Tiger Reserve for the protection of tiger was established. The Forest Right Act 2005, the National Rehabilitation and Resettlement Policy 2007 and Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement Act 2013 provide some degree of protection to the tribal rights during land acquisition towards their proper resettlement. However, this was not sincerely followed and only few among the displaced people participated had given their signature on blank papers. The Hill Kharia and other tribal communities residing inside the Similipal Tigre Reserve are restricted from entering the forest thereby losing their forest-based livelihood after their displacement. The language, culture and tradition of these people have undergone change resulting the loss of their unique identity and indigenous systems. They have undergone severe psychological trauma, economic deviation and socio-cultural disintegration in the relocated colonies. This violates the provisions of the UNDRIP 2007 and other international instruments that protect the indigenous population such as scheduled tribes in India. This book examines the socio-economic and psychological condition following displacement from a human right perspective and to assess the law, policy and rights of the forest dwellers vis-à-vis animal rights as well as seeks information about the rehabilitation approach adopted by the government by following different social work interventions. This book will be helpful for the social workers, policy makers, planner, administrators, forest officials, NGOs for formulation and in implementing various plans and policies relating to the displacement and rehabilitation.
